Regional Coordinator

As the Regional Coordinator the United Way of Forsyth is designed to carry out the coordination activities of the CoC, including some fiscal tasks. Regular admin tasks include: meeting management and the coordination and recruitment of service providers.

Collaborative Applicant:

As the Collabortiave Applicant, the City of Winston-Salem completes and submits the application for collabortaive funding to HUD for homeless assistance programs. The Collabortaive Applicant also carries out fiscal activities, compliance monitoring, and coordination of other funding opportunities.

HMIS Administrator:

As the HMIS Administrator the City of Winston-Salem manages the Continuum of Care’s data in the Homeless Management Information System. HMIS allows our community to record, track, and report results of individual agency accomplishments, as well as measure how the community is performing in providing homeless services.

Coordinated Access System Lead:

As the Coordinated System Lead, the United Way of Forsyth County must rapidly identify, assess, prioritize, refer, and connect individuals experiencing homelessness to housing and services for which they qualify based on needs.

In compliance with HUD guidance and regulations for operating a Continuum of Care (24 CFR 578), the following Written Standards and Policies have been adopted by the Winston-Salem/ Forsyth County Continuum of Care.

The Continuum of Care (CoC) is responsible for coordinating and implementing a system to meet the needs of the population and subpopulations experiencing homelessness within a given geographic area, which for the NC-500 CoC includes Forsyth County. 
Both the Emergency Solutions Grant (ESG) Program Interim Rule and the Continuum of Care (CoC) Program Interim Rule state that the CoC, in consultation with recipients and sub-recipients of Emergency Solutions Grants (ESG) Program funds within the geographic area, are responsible for:
  1. Establishing and consistently following written standards for providing Continuum of Care assistance,
  2. Establishing performance targets appropriate for population and program type, and
  3. Monitoring recipient and sub-recipient performance. All programs that receive ESG, City of Winston-Salem or CoC funding are required to abide by these written standards.

Agency program procedures should reflect the policies and procedures described in this document. The CoC strongly encourages homeless programs that do not receive these funding sources to accept and utilize these written standards.
